Recently, the Ministry of Water Resources announced that since the 14th Five-Year Plan, China has allocated a total of 12 billion yuan in central subsidies for the operation and management of small reservoirs, guiding local governments to further solidify their primary responsibility for small reservoir management at the county level, and historically solving the problem of “no funds to manage” small reservoirs. This is a microcosm of China’s deepening reform of the water conservancy project management system. The reporter learned that approximately 95% of reservoirs in China are small reservoirs, which play an important role in flood control and disaster reduction, agricultural irrigation, and water supply security. In recent years, the Ministry of Water Resources has guided various regions to focus on reservoir management system reform, actively exploring and practicing reforms, implementing funding for small reservoir management, fully promoting specialized management models for small reservoirs, and exploring pilot projects for real estate registration of reservoir projects, forming a new situation of balanced rights and responsibilities and healthy operation, with the overall appearance of reservoir projects being significantly improved. A relevant person from the Ministry of Water Resources stated that efforts will be made to improve the operation mechanisms of major water conservancy projects, promote the formation of a comprehensive, intelligent, and efficient operation and management guarantee system, and achieve high-level operation and efficient management of water conservancy projects.
