Russia faces a labor shortage crisis: economy transforming towards new sources of employment

Worker shortages represent one of the most pressing challenges facing contemporary Russia’s economy. The conflict in Ukraine worsens the labor shortage

The invasion of Ukraine has accelerated the deterioration of Russia’s employment situation, with profound implications for the country’s economic stability. According to assessments reported by Jin10, the labor deficit has reached critical levels requiring urgent government intervention. Experts agree that without corrective measures, Russia’s economy will face significant consequences in the coming years.

The Russian Federation estimates it will need approximately 11 million additional workers by the end of this decade, highlighting the scale of the challenge. This demand reflects not only losses due to the conflict but also the acceleration of already ongoing negative demographic trends.

Bilateral agreements with India: the first step toward a solution

During Vladimir Putin’s visit to New Delhi in December 2025, Russian and Indian authorities recognized the strategic importance of cooperation in managing migration flows. Negotiators signed a treaty aimed at streamlining bureaucratic processes for the transfer of temporary labor between the two countries.

The impact of this agreement is already measurable in numbers: the volume of work permits issued to Indian citizens by Russia increased from about 5,000 in 2021 to over 56,000 in 2025, representing an exponential growth of more than 1,000%. This increase reveals how significant administrative barriers were previously and how quickly they can be overcome with the necessary political support.

Data provided by the Russian Ministry of Internal Affairs indicate that the total number of work permits granted to foreigners will reach 240,000 by 2025, setting a record high at least since 2017. This figure not only signifies a recovery from previous levels but also marks a real transformation of the Russian migration landscape.

Bangladesh and Sri Lanka: the new geography of labor migration

Although Turkmenistan, a former Soviet republic and traditional source of labor for Russia, continues to contribute a significant number of workers, the dynamics of migration flows have changed radically. The most notable growth now comes from geographically distant regions, particularly South Asia.

India, Bangladesh, and Sri Lanka are now the main suppliers of labor for the Russian economy. This geographic diversification reflects both Russia’s ability to expand its diplomatic horizons and the willingness of these countries to facilitate temporary emigration as a means to generate foreign currency remittances. The demographic characteristics of these nations, characterized by young and dynamic populations, make them particularly suitable to fill gaps in the Russian labor market.

Russia’s economy toward 2030: prospects and employment challenges

The strategy of attracting foreign labor represents an important tactical solution but raises broader questions about Russia’s economic sustainability in the medium term. Integrating millions of migrant workers requires well-structured infrastructure for reception, vocational training, and social protection mechanisms.
