Moody’s Analysis: The Fed May Actively Cut Rates Three Times in Early 2026

Moody’s chief economist Mark Zandi believes that a soft labor market, inflation uncertainties, and political pressures will prompt the Fed to actively cut rates three times in early 2026. Although markets and Fed officials expect only moderate easing next year, Zandi predicts the Fed will implement three 25 basis point rate cuts in the first half. “The further easing of monetary policy will be driven by still-weak employment, especially in early 2026. Companies need more time to be confident that changing trade and immigration policies and other threats won’t catch them off guard, allowing them to resume hiring,” he added. “Until then, employment growth will be insufficient to prevent unemployment from rising further. As long as unemployment continues to climb, the Fed will cut rates.” Zandi’s forecast is more aggressive than market and Fed expectations, both of which point to a slower rate of rate cuts.

Fed Officials Show Clear Divergence in Monetary Policy Expectations

The December 30th Federal Reserve meeting minutes show that Fed officials were divided on the rate cut decision and future monetary policy outlook. At the December 10th meeting, the Federal Open Market Committee (FOMC) voted 9-3 to cut rates by 25 basis points again. Among the 12 members, two believed rates should remain unchanged, and one thought the cut should be 50 basis points. The minutes indicate most officials believe further rate cuts are appropriate if inflation declines as expected. However, some officials think rates should stay steady for a period after this cut to assess the delayed effects on employment and economic activity, and to build confidence in inflation returning to 2%. All officials agree that there is no preset policy path, and future decisions will depend on the latest data, economic outlook, and overall risks. (Xinhua News Agency)
