Because the number of coins held by retail investors hasn't changed, increasing it by 100 times can allow those who should have more to hold more.

That's just because you don't understand the wide range of uses for PI. Currently, the ecosystem hasn't been launched yet, and you think 100 billion is too large just for exchange usage. Exchanges are only one part of the PI ecosystem. PI is aligned with global wealth. After millions of enterprises go online, will you still think the total amount is too much?
