Even if the property rights are clearly divided, the risks may not be distributed in proportion.
Blockchain is closely linked to public goods governance. Ostrom, the author of “The Way of Governance of Public Affairs” and the Nobel Prize winner in 2009, once pointed out that in reality, there are very few public goods governance problems that can be solved by a single solution, except for Leviathan and private In addition to this, there is a third, possibly better, community-based governance approach: community members independently design contracts based on the information they have in hand, and carry out independent governance. In the broader transnational digital community, blockchain, as a trustless collaboration mechanism, is the best tool for practicing this governance method.
In the Chinese-speaking world, due to various reasons of history and reality, we have even less experience in what is “public goods” and how to build and manage “public goods” than in the English-speaking world. In the encrypted world, the Chinese ecosystem has created many excellent applications and created many excellent economic models. However, when it comes to public goods, whether it is theory or practice, our representative high-quality projects are still scarce. Therefore, during the 18th round of Gitcoin Grants, the global Chinese community GCC decided to initiate a special donation of “Global Chinese Community for Public Goods”, setting up a $25,000 prize pool to match donations to projects that participated in GR18 and signed up for this special round.
What is GCC?
The full name of GCC is Universal Digital Commons of Global Chinese Community. We are committed to building a community of Chinese builders in the global digital commons, providing incentives for Chinese builders in this field, attracting more builders to participate, and driving More financial support flows into it, changing the current situation that the Chinese-speaking region participates in the contribution of less public goods in the blockchain and insufficient support funds.

What is Gitcoin Grants 18 Thematic Donation and How to Participate?
The Gitcoin Donation Program is a quarterly program run by the Gitcoin DAO, empowering ordinary believers in the web3 space to drive funds to projects they deem important. The impact of individual donations is amplified through the use of a Quadratic Giving (QF) distribution mechanism.
Gitcoin Grants 18 is the 18th phase of the donation plan. The application deadline for core donations is August 15th, and the early bird deadline is midnight on August 11th. Thematic donations are rounds that are decided, coordinated, and executed by project managers outside of Gitcoin. They are selected by the Gitcoin team and must meet certain criteria.

What kind of project are we looking forward to?
Eth Infra/Ethereum infrastructure projects Whether it is zk, Layer2, storage, node services, or data indexes, wallets, we encourage more and more Chinese builders to join the international family of the Ethereum community and contribute their own strength
DeSci/Decentralized Science This is one of the areas of public goods that we believe is currently most lacking in the Chinese-speaking world. In the English-speaking world, we have seen VitaDAO focusing on life science research, Molecule focusing on drug research, etc., and have received a considerable amount of financing. At present, there is no case of the same size in the Chinese-speaking world. We also hope that scientific researchers of various professions can join in and build a DeSci organization in the Chinese-speaking world
Security & Anti-fraud/ Security and anti-fraud Although there are relatively mature business models in this field, such as encryption audits, encryption security companies, etc., blockchain security incidents are emerging one after another, and it is especially difficult for small and micro individuals to protect their rights. We look forward to better security and anti-fraud public goods in the industry, and hope that more unpaid contributors who discover and warn of security vulnerabilities in this industry can get reasonable returns
4.Education & Policy Advocate/Education and policy lobbying We expect that the education of encryption technology and encryption ideas can help bring more Chinese-speaking builders, whether developers, artists, philosophers or other practitioners, into the international blockchain circle , to promote exchanges between the Chinese-speaking world and other languages. At the same time, we also hope to see more mature policy lobbying organizations in the Chinese-speaking world to promote the development of crypto-friendly policies.
If your project does not belong to these categories, but you still think your project will contribute to the construction of public goods in the Chinese-speaking community, you are welcome to apply, and we will evaluate it according to the actual situation of the project.
Your project needs to meet the following conditions

●At least one of the founders or members of the team uses Chinese as their daily communication language; after receiving the donation, it must be used to directly support the construction of the global Chinese encryption ecosystem
●The project has not yet received significant external funding support through venture capital, token issuance, or NFT sales
●Projects cannot solicit votes by promising users some additional unique benefits/rewards for donations
●Proof of concept/product prototype, earlier projects than these should apply for the next round instead of this round after a certain amount of accumulation
●Applicants who receive donations must be directly associated with the project, and the use of donations must also match the details stated when applying for donations
