Hangzhou is the only city in the country with lakes/mountains/tea in the city center; other cities have lakes/mountains/tea in the suburbs or in remote mountain valleys. Without lakes/mountains/tea, Hangzhou's charm/attractiveness decreases by 50%.

Hangzhou's biggest disadvantage is its climate; the food is actually quite good—you don't need to eat local cuisine, as restaurants from all over the country are available.
Shanghai has everything except natural scenery; there are no natural landscapes in the suburbs either. Some artificial parks exist, but on weekends and holidays, people have to leave Shanghai to visit other places with natural scenery.
