"Qinqing Development and Reform Conference Reception Hall" visits Jinan Startup Zone; five private enterprises including BYD present on-site "questioning"

Recently, the Shandong Provincial Development and Reform Commission held a special event titled “Qinqing Development and Reform Executive Lounge” in the Jinan New and Old Momentum Conversion Start-up Zone, where it listened to business leaders’ concerns face to face, responded to requests on site, and jointly studied solution measures, to support high-quality development of the start-up zone’s private economy with pragmatic initiatives.

Representatives from five private enterprises, including BYD, Shandong Aishi, Jinan Dingdian, Wensheng Glass, and Sunshine Sister, introduced the development achievements of their companies’ growth by rooting themselves in the start-up zone and focusing on their main business, while also reflecting the bottlenecks and difficulties encountered in production and operations. From factor support to policy implementation, from building innovation platforms to exploring development paths, the demands put forward by the enterprises involve multiple key links in production and operations, reflecting the common concerns of private enterprises during the process of transformation and upgrading.

In response to the issues raised by the enterprises, responsible officials from relevant business departments participating in the meeting carefully recorded the matters and responded one by one. Focusing on issues that enterprises care about—such as factor assurance, applications for policy-based funding, innovation platform construction, and scenario innovation—the officials provided on-site policy interpretation and guidance, helping enterprises clarify their thinking and find the right path.

It is reported that the event requires adherence to a “problem-solving mindset.” For reasonable requests raised by participating enterprises, ledgers will be established and closed-loop management will be implemented. For each item, the responsible department, work measures, and processing deadlines will be clearly defined to ensure that “there is a response to every matter and each item has a concrete outcome.” For problems that can be resolved immediately, they will be handled promptly and feedback provided in a timely manner; for those requiring further study, discussions and demonstrations will be expedited with a limited time for response; for issues involving the policy level, active efforts will be made upward to secure support and promote policy improvement. It will further drive a shift in service methods from “waiting for enterprises to come to us” to “delivering policies to enterprises.” By taking initiative, aligning precisely, and continuously strengthening publicity, interpretation, and explanation of laws, regulations, and policies related to the private economy, enterprises will be helped to make full and effective use of policy dividends, and the pertinence and effectiveness of services will be continuously improved.

It is said that the “Qinqing Development and Reform Executive Lounge” is an important platform for the Shandong Provincial Development and Reform Commission to deepen government-enterprise communication and serve all kinds of market entities. It aims to build a close, clean, and unified relationship between government and business, and to continuously promote optimization and improvement of the business environment. This event is the second special session of the executive lounge in 2026. Attending entrepreneurs said that this face-to-face exchange and point-to-point problem-solving model has allowed enterprises to feel the sincerity and genuine support from departments at all levels for developing the private economy, further strengthening their confidence and determination to take root in Shandong, focus on their main business, and pursue innovation.
