According to a text transcript released by the Kremlin, Putin said on the 27th at a meeting of the Security Council of the Russian Federation: “We have never refused to develop these relations, and we have never refused to restore these relations.”

Putin has repeatedly cited the overthrow of Ukraine’s pro-Moscow president, Viktor Yanukovych, in 2014, as a cause of the rupture in bilateral relations. Putin said the Security Council of the Russian Federation should discuss the state of relations with European countries, especially the European Union.
