Russian Foreign Ministry spokesperson Zakharova said that any efforts aimed at restoring freedom of navigation through the Strait of Hormuz “must be based on a consensus among the coastal states of the strait and other countries in the Persian Gulf region.” She posted on the X platform, saying: “Without the consent of all Gulf states, transferring control to a third party or establishing a supranational mechanism will not help cool down the situation.” Russia is Iran’s long-time ally, and Iran has a long coastline along the strait.

The U.S. President Trump had previously encouraged Western allies to take control of the strait themselves to ensure the continued supply of oil. Iran, meanwhile, has drawn up a plan to charge tolls to ships transiting through the strait and has said that this waterway is open only to countries friendly to Iran. Around 35 countries are scheduled to hold a meeting this week to discuss how, once a U.S.-Iran conflict ends, to best ensure that ships can pass through this crucial trade route.
