Recently, the Shenyang Real Estate Registration Center rolled out a new measure for judicial assistance registration. It clarifies that after taxes for a judicial transfer are paid, the certificate can be obtained in as little as half an hour. This reform is the first of its kind in the three northeastern provinces. It achieves top-level efficiency within the province and advanced performance nationwide. It not only addresses the bottlenecks in registering real estate involved in legal matters, but also continuously optimizes the rule-of-law business environment with “Shenyang speed,” creating a “Shenyang model.”

To promote professional and efficient handling of judicial assistance business, the Shenyang Real Estate Registration Center has set up a dedicated judicial assistance zone on the third floor of the city-level hall. It implements a system with the zone, dedicated counters, and dedicated staff responsible. This provides convenient services—“come in and handle it right away, handle it and leave right away”—for national agencies at all levels, including public security, procuratorates, courts, and supervisory commissions.

At present, in most cities across the country, the turnaround time for real-estate judicial assistance registration is generally 2–5 working days after taxes are paid. In cities such as Beijing, it takes about 1 hour to complete. By moving approval steps forward, strengthening coordination between the government and courts, and removing bottlenecks in tax-related collaboration, the Shenyang Real Estate Registration Center also simultaneously resolves historical issues stemming from separate administration of real estate and land, as well as difficulties in data integration. It reduces the time for judicial registration of real estate involved in legal matters from the original 3 working days to as little as half an hour after taxes are paid to obtain evidence. For complex matters, it can also be completed within 1–2 working days. This compresses, from the source, the opportunities for rent-seeking by “black intermediaries,” and effectively safeguards the legitimate rights and interests of the public.
