Ireland Loses Second TikTok Data Center as ByteDance Flags Grid Failures
TikTok’s parent company, ByteDance, has scrapped plans for a second multi-million euro data center in Dublin, Ireland. In April 2022, the company signed a lease agreement with Echelon Data Centers for two buildings in Clondalkin, West Dublin, rather than developing a standalone facility. The first data site is still operating, while the second will no longer move forward.

TikTok Cancels Ireland Data Center Expansion
TikTok’s cancellation comes as Ireland’s data center sector faces challenges caused by tightening grid capacity. Data centers accounted for about 22% of the country’s electricity use in 2024, leading regulators to pause new grid connections in the Dublin area for four years.
After the ban, stricter rules, implemented in late 2025, now require data centers to install on-site generation or battery systems to meet their full electricity demand. The operators must also be able to provide electricity back to Ireland’s national grid when required.
In response to these constraints, ByteDance is shifting parts of its infrastructure plan toward the Nordics, including Hamar in Norway and Finland, where these stricter requirements do not apply as heavily. These locations provide access to lower-cost renewable energy and cooler climates that reduce data centers’ cooling demands.
How TikTok Built Its European Data Strategy Around Ireland
In August 2020, TikTok announced plans to build its first European data center in Ireland with a €420 million investment, promising “hundreds of jobs” and a “long-term commitment” to the country. It later expanded this effort with “Project Clover” in 2023, a €12 billion, 10-year initiative aimed at strengthening data security and limiting external access to European user data from the Chinese government.
The first Dublin data facility, which has been operational since late 2023, serves as a foundation of that endeavor. Despite pulling back on further expansion in Ireland, TikTok will continue to store European user data locally through its “European Data Enclave,” with oversight from cybersecurity firm NCC Group plc NCC +1.53% ▲ .
