On Wednesday, March 25, local time, the White House announced on its official website that Donald Trump has officially established the “President’s Council of Advisors on Science and Technology” (PCAST) and appointed its first members.

According to the statement, PCAST will be co-chaired by David Sacks, the White House AI and Cryptocurrency Affairs Director, and Michael Kratsios, the Director of the White House Office of Science and Technology Policy.

The press release states that, in addition to the two co-chairs, Trump has appointed 13 individuals from the technology sector to the council, listed alphabetically by last name:

Notable venture capitalist Marc Andreessen, Google co-founder Sergey Brin, Oracle executive Shafra Katz, Dell Technologies founder Michael Dell, Oklo co-founder and CEO Jacob DeWitt, Coinbase co-founder Fred Ersam, Oracle founder Larry Ellison, venture capitalist David Friedberg, NVIDIA CEO Jensen Huang, American physicist John Matisse, nuclear fusion startup CFS CEO Bob Mumgaard, AMD CEO Su Zifeng, and Meta CEO Mark Zuckerberg.

In January last year, Trump signed an executive order on his third day in office to establish PCAST. The order states that the purpose of forming PCAST is to gather top experts and scholars in the technology field to advise on how to strengthen America’s leadership in technology.

The statement notes that the number of PCAST members can eventually be expanded to 24. The White House also indicated that more members will be appointed soon, and details about the first meeting of the council will be announced.

It is worth noting that Trump was not the first to establish a PCAST; previous presidents such as George W. Bush, Obama, and Biden also set up similar councils. The earliest comparable institutions date back to the Eisenhower administration.

Analysts point out that such councils typically serve as the White House’s think tanks on key technological issues, with their composition often reflecting the policy priorities of the sitting president.

Overall, the 13 technology figures can be categorized as follows: Brin and Zuckerberg focus on AI technology; Huang and Zifeng focus on AI hardware (chips); Ellison and Katzios are involved in AI infrastructure; and DeWitt and Mumgaard are in the nuclear energy field.

Additionally, Matisse was awarded the Nobel Prize in Physics in 2025 for his contributions to quantum mechanics.
