Jilin: Intensifies efforts to implement the "Hundred Billion Jin Grain" production capacity construction project, keeping the grain sowing area stable at over 90 million mu

People’s Financial News, March 25 — The Implementation Opinions of the CPC Jilin Provincial Committee and Jilin Provincial Government on Anchoring Agricultural and Rural Modernization, Accelerating the Construction of a Strong Agricultural Province, and Solidly Promoting Rural Revitalization have been issued. The opinions emphasize the importance of unwavering efforts to ensure grain production. Strictly implement responsibilities for arable land protection and food security, focusing on yield capacity, ecological production, and increased income simultaneously. Strengthen refined agricultural management, intensify the “Hundred Billion Jin Grain” capacity construction project, maintain grain sowing area above 90 million mu, and achieve a grain output of 90 billion jin in normal years. Deepen the implementation of the grain yield improvement project, promote the cultivation and quality enhancement of grain varieties, and facilitate the integrated efficiency of “Four Good and One Smart” strategies. Promote the application of “water and fertilizer integration + dense planting” technology on 20 million mu in central and western regions. Expand green and efficient pest control technologies such as “one spray for multiple benefits” and biological control on over 30 million mu. Consolidate the results of expanding soybean and oilseed crops, and reasonably increase the planting of high-yield crops like fresh corn, tubers, and miscellaneous grains. Focus on all stages of modern large-scale agriculture—pre-production, production, and post-production—centered on water and fertilizer integration, maize grain harvesting, smart agriculture, agricultural product branding, and agricultural financial services. Develop five full-chain development models and twenty key link development models. Improve policies to support and benefit farmers, establish a sound income protection mechanism for grain farmers, utilize horizontal interest compensation funds in grain production and sales areas, and promptly distribute agricultural subsidies. Strengthen grain purchase, sale, and reserve management, and implement the minimum purchase price policy for rice. Deepen actions to conserve grain and combat food waste.
