Changshu steps in to "raise lobsters": proposes up to 6 million yuan support for "one-person companies"
Following Shenzhen Longgang District and Wuxi High-tech Zone, Suzhou Changshu City has also built a “Lobster Pool,” recruiting people to locally “raise lobsters.” According to the official WeChat account “iChangshu” on the evening of March 9, the city has issued the “Measures (Draft for Comments) to Accelerate the Development of OpenClaw and Other Open Source Communities to Promote High-Quality Industrial Development,” launching 13 initiatives to support OPC (One-Person Company) operations using OpenClaw. For OPC projects selected under various talent programs, a maximum of 6 million yuan in comprehensive support is available.

Thirteen Spices “Lobster Pool,” Inviting “Lobster Raisers”
To seize the strategic window of explosive growth in generative AI and embodied intelligence integration, and to address startup teams’ pain points in computing power acquisition, data supply, and technology implementation, Changshu recently released the “Measures (Draft for Comments) to Accelerate the Development of OpenClaw and Other Open Source Communities to Promote High-Quality Industrial Development,” introducing 13 practical measures focused on AI empowering high-quality industry development, aiming to create a nationally leading AI+ innovation application demonstration zone.
This year, the government work report first proposed the concept of “intelligent agents,” clarifying the goal to “cultivate new forms of intelligent economy,” and emphasizing the deepening and expansion of “AI+,” promoting large-scale commercialization of AI, and fostering new business models and formats rooted in intelligence. Changshu is keeping pace with the times, boosting the development of the intelligent agent industry with strong policies, creating the most suitable “lobster pool” for global “lobster raisers.” What exactly are these measures? Follow along:
“Zero Barrier” Startup
Meticulous “Support”
Want to raise lobsters in Changshu? Here, all the feed, water sources, and ponds are ready. To address the most headache-inducing startup challenge—getting started—Changshu has rolled out a series of practical policies, providing services, technology, and funding, all with a “zero barrier” approach and meticulous support.
In terms of technical development and service support at the startup stage, Changshu has the necessary measures.
Policies offer free deployment, implementation, and skills training services for OpenClaw users throughout the entire process, encouraging market-oriented, professional platforms to join. For platforms with significant service results and meeting recognition criteria, a maximum subsidy of 3 million yuan is available, making it easier to get started.
Changshu provides exclusive data services for OpenClaw. Eligible developers can access desensitized government public service data for free and enjoy full exemption from related public data usage fees.
Want your “lobsters” to grow safely and steadily? Changshu’s “security lock” ensures that technology can run quickly and stably.
Changshu was the first to introduce security and compatibility certification services for intelligent agents, supporting platform companies to provide comprehensive security and environment compatibility certification services for OpenClawSkill community developers. Based on the scale and quality of annual certification services, support is provided to service providers to ensure safe and controllable technology application.
In terms of resource supply, Changshu also offers peace of mind.
Changshu has established a coordination mechanism for intelligent computing resources, providing computing power subsidies and basic technical support to newly admitted OpenClaw application enterprises within recognized OPC communities.
Relying on the AI special fund, targeted support is given to talents using “OpenClaw” tools to establish OPCs. Long-term strategic investments from various capital sources are encouraged to support OPC growth throughout its lifecycle.
If you win awards in various innovation and entrepreneurship competitions hosted or organized by Changshu, and meet the criteria, you will receive financial rewards and can be directly designated as a municipal “Kuncheng Talent.”
Changshu focuses on building OPC communities in embodied intelligence, textiles and apparel, live e-commerce, and cultural creativity design, creating a “circle of friends.” Each year, exemplary OPC communities with industry leadership are selected, and the builders are given subsidies of up to 2 million yuan.
Industry “Grand Stage”
Let the “Lobsters” Dance Freely
Changshu has never been a city that only talks on paper. Come raise lobsters in Changshu, and you won’t lack a “stage” to showcase your skills.
Changshu precisely maps out the “Three Main and Six New” industries to lead high-quality development. The three billion-level main industries—automobiles and parts, equipment manufacturing, textiles and apparel—continue to upgrade, while six emerging industries such as green new energy and AI are accelerating. Not only have industry leaders like Bosideng been cultivated, but the city also ranks first nationwide in low-altitude economy development index.
With such an industry “big stage,” all “lobster raisers” can confidently bring their “lobsters” in. Changshu’s advantageous industries are the best testing ground for AI technology implementation. The city offers abundant government public service scenarios for AI testing, focusing on industrial inspection, intelligent manufacturing, textile and apparel upgrades, and other core fields, creating rich AI+ manufacturing application scenarios. This helps AI technology move from labs to production lines, truly empowering industries with AI and feeding back technology through scenarios.
Changshu supports comprehensive use of open-source tools, developing industrial large models in key vertical fields like industrial inspection and textiles. Companies selected for Changshu’s vertical domain models receive financial support.
Changshu encourages manufacturing enterprises to adopt or utilize AI agent technologies like OpenClaw for digital transformation and business innovation. Projects successfully implemented and serving manufacturing companies can receive up to 30% of the total project investment in funding, with a maximum annual subsidy of 1 million yuan per enterprise.
Welcome to AI City to “Raise Lobsters”
Full of Sincerity
As the core carrier of Changshu’s AI industry development, Zhishuan Future City issues a warm invitation to global AI entrepreneurs.
On March 8, the “Cloud Innovation Computing Valley” investment promotion event and the signing ceremony with Suihong Huachuang were successfully held. Suihong Huachuang’s national headquarters was officially established, and the Changshu municipal government, together with Hongxin Electronics, is jointly building the national AI computing power headquarters. China Unicom Suzhou Branch is also collaborating on domestic computing power and AI application development. A series of major signing events marked a key step in building Zhishuan Future City’s AI ecosystem.
Today, Zhishuan Future City has a solid computing power foundation, a complete OPC community platform, and a full-stack intelligent computing ecosystem of “computing power + large models + AI applications.” It also integrates policies, talent, capital, and other essential resources, creating a full lifecycle entrepreneurial environment for AI startups.
In early stages, entrepreneurs can enjoy 30 days of free office space, accommodation, meals, and high-speed rail subsidies for commuting between Shanghai and Changshu, easing their startup journey.
Focusing on the full lifecycle needs of OPCs, providing 24/7, full-chain, full-process services, enabling online one-click calls and offline precise matching.
Supports OPCs using “OpenClaw” tools for production and operation. For OPC projects selected under various talent programs, up to 6 million yuan in comprehensive support is available.
