This year’s Sichuan Provincial Party Committee’s No. 1 Document calls for strengthening policy incentives and promoting employment and income growth for migrant workers through measures such as subsidies and rewards. On March 2nd, the Sichuan Provincial Party Committee’s No. 1 Document titled “Opinions on Accelerating the Comprehensive Revitalization of Rural Areas and Creating a New Situation in Agricultural and Rural Modernization” was officially released to the public. On the same day, the Sichuan Provincial Government Information Office held a press conference to introduce and interpret the content of the document. Deputy Director of the Sichuan Provincial Department of Human Resources and Social Security, Quan Xiaofeng, stated at the meeting that by 2025, Sichuan will have transferred and sent 26.01 million migrant workers, including 10.32 million employed outside the province and 15.69 million employed within the province, generating labor income of 761.2 billion yuan. The overall employment situation for migrant workers remains stable. Among them, employment outside the province is mainly concentrated in the Yangtze River Delta and Pearl River Delta regions, with the top three provinces being Guangdong, Zhejiang, and Fujian; employment within the province is mainly concentrated in the Chengdu area and southern Sichuan, with the top three cities being Chengdu, Mianyang, and Yibin. Sichuan migrant workers are primarily engaged in manufacturing, construction, and other service industries. An analysis of the annual “Sichuan Province Human Resources and Social Security Development Statistical Bulletin” shows that in recent years, the number of migrant workers transferred out of Sichuan has continued to grow, especially during the pandemic, with a significant increase. In 2023, the number of migrant workers transferred out of Sichuan reached a new high. However, in the past two years, the outflow of migrant workers from Sichuan has decreased. The bulletin indicates that in 2023, Sichuan transferred and sent a total of 26.5937 million rural laborers, an increase of 295,600 from the end of the previous year; in 2024, the number was 26.5693 million, a decrease of 24,400 from the end of the previous year.
