Hainan Province Dongfang City Market Supervision Administration issued a notice on February 21:

Recently, the Dongfang City Market Supervision Administration received reports from netizens that there are issues at the Dongfang Wharf Seafood Market involving mobile vendors outside the market using “ghost scales” to underweight goods, price fraud, false pricing, ambiguous pricing, extra charges outside the listed price, swapping products, and exchanging dead fresh for live fresh, all suspected of infringing on consumer rights. In response, the Dongfang City Market Supervision Administration attaches great importance, responded quickly, and the following is the announcement:

The Dongfang City Market Supervision Administration immediately organized law enforcement personnel to conduct investigations, and attempted to contact the video poster to understand the specific situation, characteristics of the involved vendors, and key details such as time and location. They arranged for duty personnel during the Spring Festival to coordinate with the Municipal Comprehensive Administrative Law Enforcement Bureau for a special on-site inspection of the Dongfang Wharf Seafood Market and surrounding areas of mobile vendors on the morning of February 21. The focus was on checking whether measuring instruments are accurate, whether there are cheating functions, whether there is price fraud, unclear pricing, inflated pricing, and whether illegal activities such as product swapping and substituting inferior goods are occurring during operation.

Meanwhile, the Dongfang City Market Supervision Administration will take this incident as a lesson, using the online reports as an opportunity to launch a special rectification campaign for seafood market order. First, increase patrol frequency and supervision in areas with concentrated mobile vendors; second, strictly crack down on illegal activities such as using unqualified measuring devices, underweight goods, price fraud, unclear pricing, adulteration, and consumer fraud. Once verified, penalties will be imposed in accordance with the law; third, urge market operators to fulfill their main responsibilities and strengthen management of vendors entering the market.

Consumers’ legitimate rights and interests must not be infringed. The Dongfang City Market Supervision Administration hereby reminds consumers to choose reputable vendors with complete licenses when purchasing seafood and other goods. After shopping, remember to request and keep receipts. If you encounter suspected “ghost scales,” price fraud, product swapping, or other illegal behaviors, you can immediately re-weigh, take photos or videos as evidence, and promptly call 12345 for complaints and reports. We sincerely welcome society and netizens to continue supervising our work and jointly create a fair, honest, and trustworthy market consumption environment.
