The Ministry of Ecology and Environment recently issued a notice to further strengthen the full-chain regulation of ozone-depleting substances and hydrofluorocarbons. The notice requires enhancing management of production quota licensing, strictly controlling sales registration, strengthening management of usage quotas or registration, improving maintenance, disposal, recycling, regeneration, and destruction registration management, standardizing the management of by-product control substances, and establishing and improving record-keeping and data reporting systems, as well as strict supervision and law enforcement. According to the notice, ecological environment authorities at all levels should strengthen communication with development and reform, industry and information technology, emergency management, and market regulation departments, focus on key areas such as fluorochemical production, sales, refrigeration and air conditioning, and foam, and enhance inspections of parks and industry enterprises. They should intensify daily supervision of activities related to the production, sale, and use of controlled substances. Fully utilize automatic monitoring, multi-department information screening, big data analysis, on-site inspections, and other methods to improve the ability to discover and identify problem clues, and enhance the accuracy and effectiveness of supervision and law enforcement.
