On September 17, local time, EU High Representative for Foreign Affairs and Security Policy Josep Borrell announced a series of measures to sanction Israel, including the partial suspension of trade-related provisions in the EU-Israel Association Agreement. Borrell stated that the EU would not suspend trade with Israel. The decision was approved during a European Commission meeting that day but still requires the approval of EU member states and will take effect 30 days after approval. The announced sanctions target two Israeli extremist ministers, violent settlers, and ten Hamas members. The day before, on September 16, Borrell stated that Israel's ground offensive in Gaza would further worsen an already dire situation. The European Commission will propose measures on the 17th to pressure the Israeli government to change its stance on the Gaza war.
