The U.S. Senate Banking Committee released "Comprehensive Market Structure Legislative Principles" to provide clear guidelines for digital asset regulation.

On June 24, the U.S. Senate Banking Committee announced that Senate Banking Committee Chairman Tim Scott, Digital Assets Subcommittee Chair Cynthia Lummis, Senator Bill Hagerty, and Senator Thom Tillis today released a set of principles for developing comprehensive market structure legislation that will guide Chairman Tim Scott and his colleagues on the text of the bill and discussions with industry participants, Discussions and negotiations between legal and academic experts and government stakeholders. The Senate Banking Committee said, “The Senate Banking Committee has led new thinking on digital asset regulation and delivered great results for the industry and the American people. We have more work to do and look forward to building on the success of the GENIUS Act bill to advance market structure legislation in the Senate. These principles will be an important cornerstone of the negotiations on the bill, and hopefully it will provide long-overdue clarity and guidance on digital asset regulation, regardless of politics.”
